Hotel PMS Software in Turkey Compared

Turkey has dozens of hotel management systems, and they are not all built for the same kind of property. This guide compares the main PMS options by property size, local compliance requirements, channel management and pricing model.

Hotel PMS Software in Turkey: A 2026 Comparison

Turkey is one of the largest accommodation markets in the Mediterranean, and its domestic hotel PMS software ecosystem is crowded to match. An 800-room all-inclusive resort in Antalya and a 9-room boutique guesthouse in Kaş operate in the same country under the same legal obligations, yet the software they need has almost nothing in common.

This guide compares the main hotel management systems available in Turkey by property size, local compliance coverage, distribution capability and pricing model.

Short answer: which system for which size

  • 5–40 rooms (boutique hotels, guesthouses, aparts, villas): Roomnix, Butiksoft, HotelRunner
  • 40–150 rooms (city hotels, thermal properties, mid-scale): Elektraweb, Hotech, Odeon, HotelRunner, Roomnix
  • 150+ rooms (resorts, all-inclusive, chains): Elektraweb, Sedna, Protel, Oracle OPERA

This is a starting point rather than a strict classification. Below we explain why each segment has different needs and what to evaluate.

Turkey-specific evaluation criteria

These are the points you will not find in international PMS comparisons, but which directly shape daily operations in Turkey.

1. KBS (Identity Notification System) integration

Under Law No. 1774 on Identity Notification, accommodation businesses in Turkey must report guest identity data to the General Directorate of Security database. This is a legal obligation, not an option. If your PMS does not submit KBS notifications automatically, staff must re-enter the same data into a separate portal at every check-in. In a busy property that adds up to hours per day. See our KBS integration page for how Roomnix handles this.

2. e-Invoice and e-Archive invoice

Paper invoicing is over. Your PMS needs to issue an e-Invoice to registered taxpayers and an e-Archive invoice to everyone else at folio close, and to bill agency and tour operator ledgers correctly. Roomnix covers this through its e-Invoice module.

3. Accommodation tax

Accommodation tax must appear as a separate line on the invoice and must not be included in the VAT base. Software that calculates this automatically removes a recurring monthly accounting correction.

4. TGA / Ministry tourism statistics report

The Ministry of Culture and Tourism requires licensed properties to submit regular statistics: arrivals, nights, room-nights and average rate by country of origin. If the PMS can produce this in the required format, the task takes minutes instead of a monthly spreadsheet exercise.

5. Local payment and bank POS integration

Instalment payments, local virtual POS and TRY/foreign currency exchange handling are baseline expectations in Turkey. Some internationally built systems require additional development or a middleware layer to support them.

6. Local agency and OTA channels

Alongside Booking.com, Expedia and Airbnb, channels such as Etstur/Odamax, Tatilbudur, Jolly, Setur and Tatilsepeti drive real volume in the Turkish market. Check upfront whether the channel manager supports the channels your property actually sells through.

The room ranges reflect typical usage rather than hard limits. Features and pricing change over time, so verify current details directly with each provider before deciding.

Segment 1: Small and boutique properties (5–40 rooms)

At this size the deciding factor is not feature count but simplicity and total cost. There is usually no dedicated IT staff, the front desk is run by the owner or a team of two, and OTA commissions are the biggest threat to margin.

Roomnix

Roomnix is an all-in-one system built specifically for this need. The PMS, booking engine, built-in channel manager and hotel website builder come in a single panel, so you are not managing three separate vendors.

What stands out:

  • Two pricing options: the free starting plan has no fixed fee, with commission applied only to bookings generated through the Roomnix booking engine — and if you do not use the booking engine, the PMS stays entirely free. The Pro plan removes commission altogether in favour of a fixed fee based on room count, so properties can pick whichever suits their volume.
  • Direct booking focus: the website and booking engine sit at the centre of the system, which is the most concrete difference for properties trying to grow commission-free direct sales.
  • No installation: no server, licence file or local setup; it runs in the browser.
  • Multilingual: interface and guest-facing pages in Turkish, English, German and Russian among others, which is practical for properties with a high share of foreign guests.

Where it stops: a 500-room all-inclusive resort needing multi-outlet food and beverage management, a SPA appointment module or complex tour operator contract structures is outside its scope. Roomnix is positioned for small and mid-sized independent properties.

Butiksoft

Butiksoft is a Turkish cloud solution aimed, as the name suggests, at the boutique hotel segment. Its no-installation model and economical positioning appeal to small properties. It does not offer the same integrated booking engine and website layer as Roomnix, which properties with a strong direct-sales goal should weigh.

HotelRunner

HotelRunner is also used at this size, though its core strength is channel management. It is a sensible option for small properties whose main priority is connecting to as many OTAs as possible. See our Roomnix vs HotelRunner comparison for detail.

Segment 2: Mid-sized city and thermal hotels (40–150 rooms)

Requirements broaden here: housekeeping modules, multiple points of sale, corporate and agency ledgers, accounting integration and more detailed reporting.

Elektraweb

Elektraweb is one of the most visible players in the Turkish market. Its web-based architecture, built-in channel management and online booking engine, integration with Turkish bank POS systems and broad module set are its main strengths. The vendor states it has thousands of references, and it is widely used in larger properties.

The trade-off is complexity well beyond what a small guesthouse needs, along with a longer training and implementation cycle.

Hotech

Hotech is a Turkish provider known for hotel automation and hardware integrations. It is often chosen where door lock systems, room control units and similar integrations matter.

Odeon and other domestic systems

Odeon, RMOS, Sistem Otel, Amonra and Livinsoft also operate in this segment. Their shared strength is close alignment with Turkish accounting regulation and local workflows; their shared weakness is that interface modernity and mobile experience can lag behind cloud-native competitors.

Segment 3: Large resorts and chains (150+ rooms)

The all-inclusive resorts along the Antalya, Muğla and Aydın coastline have the most complex PMS requirements in Turkey. Typical needs include:

  • tour operator contracts, allotment and stop-sale management
  • all-inclusive package scope and extra spend tracking
  • multiple restaurant, bar, SPA and activity points of sale
  • role-based access for hundreds of staff
  • deep integration with ERP and accounting systems

Elektraweb, Sedna, Protel and Oracle OPERA lead here. Sedna has a long track record in resort and tour operator contract management. Protel is common in chains and upscale city hotels. Oracle OPERA is used in Turkey's five-star chain properties as an international brand standard.

What they share: high implementation cost, long go-live timelines, a consulting requirement and typically quote-based pricing. In exchange, alternatives are limited once you reach this scale.

Cloud or on-premise?

On-premise PMS installations still exist in the Turkish market, but the trend is clearly toward cloud. The practical differences:

CriterionCloud PMSOn-premise
InstallationNone, runs in the browserServer and licence setup required
Remote accessAny deviceRequires VPN or remote desktop
BackupsAutomatic, provider sideProperty's responsibility
UpdatesAutomaticScheduled, often paid
Upfront costLowHigh

Pricing models

Four models are common in the Turkish market:

  • Monthly subscription per room: the most common cloud model. Predictable, but seasonal properties still pay during closed months.
  • Module-based licensing: front office, housekeeping, food and beverage and SPA are priced separately. Common in enterprise systems, and total cost is rarely clear upfront.
  • One-off licence plus annual maintenance: the classic on-premise model. High upfront cost, low ongoing cost.
  • Commission-based: a share of revenue instead of a fixed fee. There is no cost when the system generates no sales, but total cost rises as volume grows.

Roomnix offers both models and lets the property choose:

  • Free starting plan: no fixed fee. Commission applies only to bookings that come through the Roomnix booking engine, and if you do not use the booking engine the PMS stays entirely free. This suits low-volume and seasonal properties.
  • Pro plan: no commission at all, billed as a fixed fee based on room count. Because cost stays flat as booking volume rises, it usually works out better for properties with steady direct sales.

In practice this means you are not penalised for growing: once direct sales reach a certain volume, moving to the Pro plan removes the commission line entirely.

For small properties, judging total cost by the subscription fee alone is misleading. If the channel manager, booking engine and website come from separate vendors, the real cost is the sum of all three. That is usually where the saving from an all-in-one system shows up.

10 questions to ask before you choose

  1. Does the system submit KBS notifications automatically, or is manual entry required?
  2. Which providers does the e-Invoice and e-Archive integration work with?
  3. Is accommodation tax separated automatically on the invoice?
  4. Can the TGA statistics report be produced in the required format?
  5. Is the channel manager included, priced separately, or a third-party product?
  6. Are the local agency and OTA channels you sell through supported?
  7. Is the booking engine good enough for commission-free direct sales, and does it work well on mobile?
  8. What are the Turkish-language support hours and channels?
  9. Can you export your own data? This matters if you ever switch systems.
  10. Is there a free trial or live demo?

Conclusion

There is no single "best PMS" in Turkey. The useful question is which PMS is best for your property.

For large resorts and chains, enterprise systems such as Elektraweb, Sedna, Protel and Oracle OPERA offer the depth that complex operations demand. For mid-sized city hotels, domestic solutions like Elektraweb, Hotech and Odeon are strong on regulatory compliance and accounting integration.

For small, boutique and independent properties the picture is different: what wins at this size is not module count but running the whole operation in one simple system while reducing OTA commissions. Roomnix is built for exactly that, combining PMS, booking engine, channel manager and website builder in one place, with a free starting plan and a focus on growing commission-free direct bookings.

Frequently asked questions

What matters most when choosing a hotel PMS in Turkey?

Your property type and local compliance. If KBS notification, e-Invoice/e-Archive, accommodation tax and TGA statistics reporting are handled automatically, you save significant time in daily operations.

Which PMS is best for small and boutique hotels?

All-in-one cloud systems like Roomnix usually fit best at this size: nothing to install, a free starting plan, and the booking engine and website included in the same system.

Which systems dominate large resorts?

Elektraweb, Sedna, Protel and Oracle OPERA are widely used where tour operator contracts, all-inclusive concepts and multiple points of sale need to be managed.

Is a PMS the same thing as a channel manager?

No. A PMS runs internal operations while a channel manager keeps rates and availability synchronized across OTAs. Some platforms, including Roomnix, provide both.

How hard is it to migrate from my current system?

For small properties it usually takes a few days; for large properties, historical data and accounting integrations can stretch it to weeks. Scheduling the switch during low season is the safest approach.
